Our Executive Board
Our Board is made up of individuals working for a common goal. Those listed below volunteered to provide leadership this year. Get to know their names and faces, and feel free to ask them if you have questions.
President - Tracy Cullinan
presidentphosc@gmail.com

Aloha! I’m Tracy Cullinan—Navy spouse to Ryan, mom to three spirited keiki (Jack, Ben, and Charlotte), and grateful to call Hawai‘i home for the past three years. After years of crossing our fingers, multiple moves, including Norfolk (three times!) and the Middle East, we’re thrilled to be soaking up the aloha spirit.
I’m passionate about helping military spouses find their crew and a sense of belonging wherever they land. With experience on several boards and a professional background in military-serving organizations, I’m excited to serve as President of PHOSC and make it a welcoming, connected, and fun community. Our time in Hawai‘i is short, so I’m all in on making it meaningful and memorable for everyone!
Vice President - Kate Wilson
vicepresidentphosc@gmail.com

Aloha, I'm Kate, and I’ve called this beautiful place home since 2020, and I’ve been a proud member of the Pearl Harbor Officers’ Spouses Club since 2021. I had the honor of serving as the club's VP from September 2022 to May 2024, and I'm excited to return to the board as co-chair in this same role.
I’m passionate about bringing people together through PHOSC. My goal is to help foster a strong, supportive community where military spouses can connect, share experiences, and build lasting friendships. One of the ways I enjoy doing this is by hosting our monthly bunco nights and planning occasional keiki events, both of which I plan to continue to do.
I am a Navy spouse of 16 years, and mom to a bright and energetic 8-year-old son. When I’m not at a PHOSC or Cub Scout event, you’ll often find me crafting at home, sitting outside my house to chat with the neighbors, or, most likely, roaming the aisles of Target or TJ Maxx. Anything to avoid laundry and other household tasks!
I truly enjoy serving this club, and I am looking forward to another great year with all of you!
Co-Vice President - Ashley Kramer
vicepresidentphosc@gmail.com
Aloha!
I’m Ashley and here is a little about me: I’m a proud submarine spouse of 12 years and mom to three spunky, creative keiki (7, 5, and 3). I find joy in the simple things - sea turtle walks, long runs in the ocean breeze, and time spent with family. My love for art and the outdoors makes Hawai’i endlessly inspiring, from its vibrant landscapes to its rich cultural heartbeat. I have been fortunate enough to call this beautiful island home for over three years.
It’s been my honor to support the military community as a member of the PHOSC board over the past couple of years. It’s a meaningful way for me to give back, uplift others, and help create a welcoming, supportive space for all those bonded by this crazy, rewarding military life. I’m excited to continue to support the club in this new role. Thank you for electing me as a Co-Vice President for the 2025-2026 Club year!
Communications - Kaitlyn Hill
communicationsphosc@gmail.com

Hi, I’m Kaitlyn—a proud Navy Supply spouse, nurse by trade, and currently soaking up life as a stay-at-home mom. My husband Tim and I have a beautiful, blended family of three boys, ages 7, 13 & 20, and they keep our lives full of laughter, chaos, and love.
I run the Supply Spouse Fun Bunch, where I get to connect with other amazing spouses through themed get-togethers, parties, and my favorite creative outlet—festive charcuterie boards. When I’m not party planning, you can usually find me volunteering with local cat rescues or fostering as many kitties as Tim will let me bring home.
I love building community, sharing joy, and making even the everyday feel a little more special. I'm absolutely delighted to serve as the PHOSC Communications Board Member, continue making memories, and fully embrace this incredible military spouse life here in Hawaii.
Events Coordinator - Grace Larson
eventsphosc@gmail.com

Aloha!
I’m Grace Larson—submarine spouse to Eric, proud mom to Cooper (8) and Audrey (10), and someone who never meets a stranger. Pearl Harbor marks our seventh duty station in 14 years, and we feel incredibly fortunate to have called Hawai‘i home for over four of those years. We’re thrilled to be starting our third consecutive tour here.
As this year’s Events Chair, I’m excited to create fun, meaningful PHOSC socials that celebrate the incredible spirit of our community and how we THRIVE together. In my professional life, I serve as an Executive Assistant to a local business owner, and I’m eager to blend my event planning skills with my passion for uplifting fellow military spouses. It’s truly an honor to help bring us all together for what promises to be a fantastic year!
Membership Chair - Jennifer Hlad
phoscmemberships@gmail.com

Aloha, my name is Jennifer and I'm a Marine spouse who has lived at Marine Corps Base Hawaii with my husband and daughter for almost two years.
I'm a journalist who has lived and traveled all over the world; I've served on the board of the organization now known as Hiring Our Heroes Military Spouse Professional Network while living in Bahrain.
I joined PHOSC shortly after arriving in Hawaii at the suggestion of Tracy Cullinan, and love the variety of events and activities as well as the friendliness of the members!
Treasurer - Mallory McGahan
treasurerphosc@gmail.com

Aloha! I'm Mallory McGahan - I'm a Navy Supply spouse to my husband, Shaun, and mom to three beautiful girls (Harper (9), Teagan (8), and Delaney (3). In June 2024, our family made our first big PCS move and were lucky enough to land here in paradise after spending the last 10 years in Virginia (VA Beach and Richmond).
While this is my first time joining a military spouse community, it's been an incredible experience. I've loved meeting new people and forming meaningful friendships that I know will last a lifetime. Being far from family back on the East Coast, I'm especially grateful for the support and camaraderie I've found through PHOSC.
Professionally, I've worked as an accountant/CPA with Huntington Ingalls Industries, Inc. for the past 11 years, and I'm fortunate to be able to continue working remotely from our island home. I'm excited to serve as Treasurer on the PHOSC Board and look forward to giving back to this amazing community.
Secretary - Cathy Ochoa Golden
secretaryphosc@gmail.com

Aloha PHOSC members. I’m Cathy Golden I’ve been an active member since arriving in Hawaii in November 2024. In my short time here I have immersed myself in the local culture and community. As a NOAA Corps spouse, I find the best way to build community is to be part of it through volunteerism. We all have the common bonds of our spouse's responsibilities, deployment, and duty station moves and the challenges it brings. I'm looking forward to being part of the PHOSC board connecting with all of you and hopefully giving members a supportive, fun, and memorable community.
